En RDC, le président Tshisekedi dans l’ombre de Kabila
Au cours de ses cent premiers jours, le nouveau chef de l’Etat s’est révélé incapable de s’affranchir de l’emprise de son prédécesseur.
En République démocratique du Congo (RDC), personne ne sait vraiment qui gouverne. Quatre mois après les élections du 30 décembre 2018, le plus grand pays d’Afrique francophone n’a ni premier ministre ni gouvernement, mais plusieurs présidents.
Officiellement, Félix Tshisekedi, 55 ans, est le cinquième chef d’Etat de la RDC, mais il ne se contente pour l’instant que d’un pouvoir de représentation. Au cours de ses cent premiers jours, il s’est révélé incapable de s’affranchir de l’emprise de son prédécesseur, Joseph Kabila, avec qui il a noué un pacte dans l’ombre pour s’assurer une victoire – contestée et certainement frauduleuse – à la présidentielle.
Ce dernier, désormais considéré comme le « président de la République honoraire », ainsi que l’écrivent les plus proches conseillers des deux hommes dans les communiqués officiels, n’a pas lâché le pouvoir. Il a d’autant moins passé la main que sa coalition politique a obtenu une majorité écrasante au Parlement ainsi que dans les assemblées provinciales.
Au grand dam du troisième « président », Martin Fayulu, qui continue de revendiquer sa victoire. Bien que confirmée par plusieurs fuites de données électorales, son élection a été confisquée par l’alliance entre Tshisekedi, à la tête d’une opposition compromise, et Kabila, qui a feint de se retirer du pouvoir pour offrir la première alternance pacifique depuis l’indépendance, en 1960.
« Rien n’a changé »
Félix Tshisekedi ne s’était pas véritablement préparé à diriger le pays. Dans les rangs de l’Union pour la démocratie et le progrès social (UDPS), le parti cofondé par Etienne Tshisekedi, son défunt père – fervent opposant aux régimes de Mobutu Sese Seko (1965-1997) et des Kabila père (1997-2001) et fils (2001-2018) –, il dispose de peu de collaborateurs dotés d’expérience du pouvoir ou de compétences éprouvées en matière d’économie, de diplomatie et de sécurité. Ce que déplore l’un de ses proches, estimant qu’« il n’est pas bien entouré » et, de ce fait, « reste fragile ».
Une analyse que corroborent déjà quelques bévues. Comme lorsqu’il reçoit, en février, sur recommandation d’un de ses conseillers spéciaux, un escroc franco-israélien impliqué dans une tentative de coup d’Etat aux Comores en 2013 et dans des ventes d’armes douteuses en Afrique. Accompagné d’un ancien général de Tsahal reconverti dans la sécurité privée, il est reçu par Félix Tshisekedi dans son bureau, où des micros seront ensuite découverts par des éléments de la garde présidentielle formés du temps de Joseph Kabila. A peine installé à la tête de l’Etat, le nouveau chef de l’Etat tombe dans un piège qui aurait pu conduire à des écoutes de la présidence par des acteurs étrangers et à une mise en danger de la souveraineté de la RDC.
